On both IE and firefox, moving avatars and smilies are frozen. Any idea how i can get this back to normal?

Yeah i have, it makes no difference. It happened once before but then it seemed to just sort itself out..

Just a quick suggestion, have you tried clearing your temp internet cashe. I had a simular problem and clearing the cashe sorted me out

had a nose around and its a common problem with firewalls causing the problem, especially zone alarm it seems. have a look at this, see if it helps.
